Paypal catch 22

Can anyone help Chris Wallace? His Paypal account was locked, and he was promised that the company would send out a replacement password in the post.
It didn’t come. Chris checked, and Paypal had an incorrect address. So he tried to change it – but he couldn’t log in, because he didn’t have the password.
Paypal advised him that to change his address he would need the password that was in the post – just not in the post to him.

Chris might assert his rights under the Data Protection Act 1988.

In particular, Schedule 1, Part I
Fourth data protection principle:
"Personal data shall be accurate and, where necessary, kept up to date".

If he informs Paypal that his address is incorrect they must correct it (in theory they could destroy it instead).

If they fail to do this then Section 14 permits him to take court action, Section 15 says that either the High Court or a county court is the appropriate venue, and Section 13 says that the court may award him compensation.
